You gotta remember windows 95 games used ancient drivers most not even direct x which came later

Running them on current hardware

Your going to have acceleration not in the goof way like skipping frames

You have to run it the the windows 95 virtual machine locally which does allow you to run legacy mode drivers that's how dos is done with dosbox and windows games and apps you have to edit your preferences

It's not going to likely attract gamers with abandonware plus ms doesn't own the rights to that game

Most people wont pay moneynfor abandonware that you can get from GOG and run virtually and freely you just gotta tweak your VM settings and yes windows 10 has vms

Even windows 10 apps run in VM this has been the way since windows nt 4

Maybe it's possible but I don't think it just depends on Microsoft as these games are copyrighted and maybe it's not interesting to put a game in a catalog that doesn't attract players.

Wouldn't work. Ye olde Xbox titles run off an emulator which is only on the physical hard drives, no hard drive = no emulator = no playing of ye olde Xbox games.

Certain models of the Playstation 3 worked the same way for disc based versions of old Playstation 2 games before the emulator was taken out to cut costs.

It's not all about DirectX.

1. 64-bit Windows 10 no longer supports 16-bit applications.
   
2. Some older software depends on old Windows libraries that are no longer included with Windows 10.
   
3. Since Windows XP, all versions of Windows no longer run on top of DOS.
   
4. Older games rely on non-existent DRM (digital rights management) solutions that stop programs from booting.
   

These 'Old Atari games' you mentioned running on Windows 10 would be running on an emulator. The emulator will be a Windows 64-bit application, it doesn't really matter how old the software the emulator can run, that's the whole point of the emulator in the first place.

The games industry is over 40 years old, some publishers either no longer exist or their libraries or IP's (intellectual properties) are owned by other organisations now. This is the one of the biggest reasons why old games disappear and are no longer available to buy, unless second hand. It's not a simple process of just adding thousands of games from decades ago to Windows.

Xbox Play Anywhere is NOT an emulator. The Xbox Play Anywhere games are compiled for the Windows 10 PC platform as well as Xbox. There is no emulation going on, which would unnecessarily slow down the games. They run natively on Windows 10, not an emulated
Xbox environment.
