Ok I'm trying to install the new call of duty modern warfare and ill have it all installed...

Thank you so much for that and do you have the Call of Duty: Warzone 2.0, installed? If yes, can you please check if you can install the packs for Call of Duty Modern Warfare II from there?

Go to "My games and apps" > Installed games > Highlight the game > Press the Menu button > Go to "manage games and add-ons" > Click the game icon.

Make sure that these packs are installed:

Call of Duty: Modern Warfare II - Content Pack 1

Call of Duty: Modern Warfare II - Content Pack 2

Call of Duty: Modern Warfare II - Content Pack 3

Call of Duty: Modern Warfare II - Content Pack 4

Call of Duty: Modern Warfare II - Content Pack 5

Call of Duty: Modern Warfare II - Content Pack 6

Thank you for posting on Xbox Forums. In regards to this issue, when you first launched the game did it give you a message that it was "Ready to launch"? Or did it give you the message "Installation completed"? If it was the ready to launch message,
we recommend to wait until you receive the "Installation completed" message before launching a game. You may want to try Uninstalling an Reinstalling the game as a step towards resolving the issue or you can try to Power Cycle your console.

If that doesn't resolve the issue you may have to do a Soft Factory Reset. Essentially you will pick the option to "Keep Games & Apps" when you go to the Factory Reset option on your console.
