Offline use of games

When you say premium do you mean Gold, or ad free on games like Solitaire or Ultimate Word Games?

There are only a few games that require an internet connection to play them. Have you checked out this

Offline like what? To play games online with your friends You must have Xbox Live Gold, to play games single player You don't need It. But If You mean offline when your console is not connected to internet, You could do this If the games You wanna play belongs
to the profile that is set as your home console.

You can play your games offline on your Windows 10 device, but you do need to be online first to designate your device as offline.

Go to network then network settings there you will find it.

The console can be used offline by going to Settings>Network>Network Settings>Go offline

If there are any digitally downloaded games, make sure that the account with desired games is set to home console. This can be done by going to
Settings>Personalization>My Home Xbox and then choosing
