Offline mode on Xbox One S "You'll need the internet for this. 0x800704cf" on boot

It didn't work. Anyone else having the same issue if they boot up the Xbox One without internet?

In order to pay in Offline mode you do need internet to switch your Xbox Offline. Also, you have to have your account set as your home Xbox in order to play any games on your account.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

I hoped an update would fix this issue but it's been months and still the same. Can someone please report it as a bug? Steps to replicate are simply boot with no internet and the error shows up. I keep my internet closed when I don't need it and when I
want to play an offline game on the console I boot the Xbox One to this annoying error.
