    Thanks for your post. If you already have an account on your Xbox One, then you can set the console to offline mode; this will allow you to sign into your account and play games without connecting to the internet. For information on how to use the offline

    You can create profiles without being online the only thing that will happen is if the gamertag made offline is in use when you connect to live it will have you change the gamertag.

    Go to www.xbox.com and click on sign in to get a new account.

    But you will have many issue to be able to play without internet...

    Greetings! I do understand your frustrations, and I apologize for the inconvenience. However, I want to clarify that this functionality is by design. Just to expound, a connection to LIVE is required in order to determine if content has been deemed inappropriate
    and removed from the service. You can read more about this in our support article on the subject titled: 'When you try to start an Xbox LIVE Indie Game, you receive the error message: "You
    must be connected to Xbox LIVE to play this game"     '
