Odd issue

Ever game i download thats over 18gb starts causing problems where (i think) it eats up most of the processing on my console and makes it impossible to load games or the settings and the only way i can solve this is to unplug my external drive and wipe
local saved data and once the resetting is done plug it back it and hope its not in its able to uninstall normally and kick it off the queue. This has happened a handfull of times today where i start a download then it gets stuck at 18gb then starts trashing
my xbox till i somehow manage to rid the queue of the game thats bugging my xbox. No matter what i start the download on as long as its over 18 gb it will start messing with the procesing and make it impossible to load other downloaded games or even the settings.
I wanna make a complete reset ereasing all data last option as for turning in my xbox for servicing or outright purchasing a new one. No option on the internet seems to work or have a discription that fits my exact error. The external drive should be formatted
for games and the other week i was able to download fallout 4 whatever the size that is (i know its over 18gb) but cant seem to download other games over 18gb. What other viable options do i have to resolve this. (Sorry if this subject doesnt fit with the
