Odd Issue With Downloading Previously Purchased Games

The issue that I'm having is that some games that I have purchased in the past if I want to re-download them I have to go into my download history in order to do so instead of downloading from the games store. An example would be Fallout 3....I purchased
this game on 2-11-12 (confirmed through commerce.microsoft.com) but I can't download it from the games store anymore as the store wants to charge me $14.99! Other games/addons have done this to me as well (I'm looking at you, Halo Wars!!!)

I would try to use the store on the console to install them. If you were in the xbox insider program, the ready to install is a bit different from before.

Hanks for your reply. Ive gotten rid of my xbox one already, awaiting a new one. I have downloaded the app and i cant find them in there, would you happen to know if they would be shown there?

 

Just tried to download the game to my 360 while I was logged into my account via pc. This is the error message that I got:
