Notifications and messaging issues across all platforms

On the Xbox One, about 10 months ago I stopped getting any notifications related to my activity feed (comments, likes etc.) and when people follow me. All other notifications work the vast majority of the time.

On my PC (Windows 10 Pro), since the Creators Update I have been unable to get any Xbox notifications to pop whatsoever from either the Xbox nor Xbox beta apps. I have done a couple of clean installs of Windows in the last few days, but this has not fixed
the issue. Not a single Xbox-related notification has popped since I clean installed the OS, so neither version of the app is even showing on the "Get notifications from these senders" list. Other apps, such as OneDrive, Store, Settings, Cortana and Skype
are popping notifications just fine - it's only the Xbox stuff that's broken.

On my phone (Android 7.1.2) all Xbox notifications have always been hit or miss, but a week or so ago I stopped getting any new message notifications.

I now have no way of knowing when I've got a new message unless I'm already using my console, which is no good at all.

Outside of notifications, I also have issues with messages not being synced across platforms. On my console and on Xbox.com, all conversations/messages appear to display correctly. With the Xbox app, conversations or messages in conversations will often
be missing, so I might have 5 conversations going on my console, but when I fire up the Xbox app I only see 2. If I delete a conversation via my console, often I fire up the Xbox app and it's still there. It's like these platforms are just not in sync at all.

I have tried literally everything I can think of, including clean installs of the OSes, full factory resets of the console, resetting all of my account and security info, turning notifications off both individually and globally, rebooting, then turning notifications
back on, removing and re-adding my MS account - nothing has made any difference to these issues at all. In fact, over time, things have just got more and more broken.

To see if it was an account-based issue, I did a clean install of Windows 10 (build 15063.0), signed into my dad's MS account, updated Windows to build 15063.138 via Windows Update, and updated all of the built in apps via the Store. I then fired up the
Xbox app and signed into it, again, with my dad's account. I then sent my dad half a dozen messages from my own gamertag via Xbox.com - again, no notifications popped on the PC at all and when I opened the Xbox app, some of the messages I'd sent him were not
shown there. This is with a totally clean install of the Creators Update of Windows 10 Pro, with no other software apart from the bundled apps installed, yet it still does not work. Also, the fact that it was just as janky and broken when I used my dad's MS
account suggests that it's not related to some issue with my own account.

To me, this all feels like a trainwreck with no end in sight. It's 2017 and this stuff is more broken than it's ever been. I've invested so much money in digital games that I'm not willing to abandon the platform and stick with my PS4 Pro, but I really do
feel at the end of my tether with this.

Is there any troubleshooting I can do other than what I've already repeatedly tried?

BF4 is having major issues across all platforms. It definitely was not ready for release.

Its not just Xbox games that have issues, Unity has issues across ALL platforms. Your veiw point seems rather biased.

Thanks for the well written and detailed post. I can see that you've tried to be as thorough as possible when trying to troubleshoot this. One thing I don't see mentioned here though is having tried out the Xbox Beta apps. There is one available for both
Android OS and for Windows 10. You can search the respective stores/marketplaces for "Xbox Beta" and then download it from there.

Do you experience the same behaviour using the beta versions of the apps?
