Try performing a hard reset EXACTLY like this.

Hold the power button on the console for 8 seconds or until the power shuts down completely. Unplug the power cord from the back of the console for 5 minutes. Plug the power cord back in and restart the console. Once it is back up and operational test
the results.

Sorry about that. Have you tried installing the game remotely?

You can click the game title from your order history to install it via Xbox store or you can use Xbox app. Just make sure that remote features are already enabled. Go to Profile & system > Settings > Devices & connections > Remote features. Check the box to enable remote features and for Power options, select Sleep mode.
