    Sounds like the link with your EA account is set to a young age.

    If you are able to play Forza online, then you have to check what DOB is on the EA account.

    EA has there own server Rules when it comes to how old you have to be to play online.

    I purchased Xbox 1 s. I am trying to buy game online and it is telling me I am not old enough. What is wrong and how to fix please.

    Adult accounts are not based on the setting but based on the legal age of the user for the country in which you live, so in the US you must be 18yr old. The other condition is that your account is not a child account in a family account, no mater your age
    child account will always be considered being under age. If you change your birthdate on your account this does not age your account so you can not cheat the system.

    Only accounts that are registered as 18+ of age (21+ in some regions) are considered as adult accounts and can act independently. In your case that is a child account and your parental account should give permission for everything .

    Is there a family settings enabled? Try disabling it from the Settings, Account and then Family settings
