not installing due to error code 0x80070002

I have been having this issue for years, but have usually been able to find a work around eg. resetting gaming services, reinstalling xbox app. but now it is consistant and has also now started happening when i try to move games between drives. The issue I am having is with a lot of games I try to install/ update it spits out that there was a problem and gives me error code 0x80070002, i have tried most fixes that people have posted online, and they used to work, but not anymore. i also get the same error when i try to install directly from the microsoft store, with and without xbox app installed. I have recieved no help from that side so I am trying my luck here.
