Not allowed on online services

Ok so I just bought this Xbox 1 from Craigslist for $100. And I'm new to Xbox so I go create a Microsoft account and I sign on Xbox just fine. But when I try to play Black Ops 3 it says I can't play on online services so I thought it was just a game mess
up so I go on Minecraft and it also says I can't be on online also. It said something bout past behavior? But it's a new Microsoft account so I check the enforcement.xbox.com and it says I have a clean record. So I'm just confused why I can't play online.
And I did get gold cause I put on my card. So I'm just seeing if a staff or mod can look at this cause there must be a mistake. I never been banned before cause I checked online on some signs of being banned and it showed messages of past behavior. So if I
can get to talk someone bout it this would be great because I'm pretty confused on why.

The enforcement team do not use the forums and they are the only ones who handle suspensions/bans. The console itself could be banned though which is why it was so cheap.
