Not able to play purchased content

my girlfriend purchased the collectors pack for morrowind on her console. Her home Xbox is my console. She is able to play on her console. It shows being downloaded and installed on my console too but when I go to play it, it says I need to buy it. We have
been game sharing for a long time now and never had a problem until now. I have called Microsoft and chatted with 2 different people and nobody has been able to help me. Game has been out for 4 days now and I still cannot play.

Xbox One Game sharing

Hey, Microsoft allow you to define your 'Home' console. Any gamertag will be able to play your purchased content on the 'Home' console. You will be able to play your purchased content on any other xbox when you are signed into live. I also believe anyone
will be able to play your purchased content on the non-home xbox IF you are currently signed in. I can not confirm that last statement as I have not tested it myself, but I believe I had read that this behavior was supported.

When you purchase content it's tied to the gamertag that purchased it as well as the console it was purchased on. The console license is what allows all other profiles on a console to access the downloaded content. Only the account that purchased the content
can play it on any other console. So since the content was not purchased on your son's account he would not be able to play it on a different console.

While multiple players can use the same copy of The Elder Scrolls Online on the same console, chapters, such as ESO: Morrowind, apply to individual accounts rather than to the console itself. You will need to purchase your own unique copy of The Elder Scrolls
Online: Morrowind for each individual account."

also, you are able to purchase the content for yourself, and as long as he is on the main console that it was purchased on, his gamertag will be able to play the content.

All content is licensed to the gamertag that originally purchased it. The tag that purchased the content can always play it. If the content was purchased on the 360 then your children will still be able to play it on that console as well.

Any new content you purchase on the Xbox One console will be available for all to play as well. This is, of course, so long as the new tag is set as Home on the console or, if not, if your gamertag is signed in at the same time.
