not able to play games on the xbox app for pc

If you purchase it through the PC app, it'll be the PC version of the game. Not being Play Anywhere means you won't be able to play it on both PC and Xbox with just 1 purchase.

The pc version is not the xbox version so you need to buy the pc version of the game to be able to play the game or you can stream the game from your xbox to your pc using the xbox companion app

There is no Steam client/app on the Xbox. You wouldn't be able to play Steam games through the console. but you can play some xbox one games on the pc.

Make sure the game you're trying to download supports Play Anywhere. Otherwise, you'll need to purchase the PC version in order to download and play on the PC. If it is, you should be able to download it from the Xbox app or Microsoft Store app.
