not able to join parties

Hello, I am new here not sure where to post this, but I am using a windows 10 laptop & am attempting to use the xbox app, how ever I get an error that I am un able to join parties due to my network settings, I exhausted all microsoft & xbox support options
& this still is not working,We uninstalled the app, uninstalled the tsuedo adapter,rolled windows back,troubleshooted the anti virus and firewall,flushed the ip,rebooted the modem,opened all the needed ports, contacted the ips and port forwarded, I had several
technicians from microsoft remote in.... So now im stuck...This is not the beta app so you all know, windows rolled out an update roughly a month ago & my xbox app has not worked properly since, I am able to log in with no problems, privacy is set up fine
no restrictions, xbox 360 works fine no issues

I am not able to join xbox live parties

 

Unable to join open Xbox parties unless invited.

I could accept this answer if I had this issue the entire time but nothing in my network has changed or if I was not able to hear people in parties. This literally started up a week ago and once I get the party invite it is OK. Prior to that I was able
to join open parties no problem but now It does not give me the join party option. I can hear people perfectly fin in Xbox party and some game chat but I am unable to join parties that do not have an invite restriction on them.

 

Hello does any one have information to this yet? I spoke to my isp whom said my router does & will support xbox services
