Not able to install games from xbox app

But Xbox App still thinks there is no Gaming Service installed. I get the prompt to install it, I receive a promot, accept, takes me to the store, install it (or I should say reinstall it), goes back to xbox app, same message about missing gaming services... it's like an infinite loop

No, I have not been able to install any games from the MS Store app or the Xbox app.
It has prompted me to install the Gaming Services again and seems to have installed fine.

Do you have the EA Play app installed on your PC, and the extension turned on, in the Xbox app settings? Make sure you have these, otherwise, you won't be able to download and install the games from EA Play. Same also applies for Ubisoft games too. You need the Ubisoft Connect app installed to install any Ubisoft game from the Xbox app.
