Not able to change gamerpic using Xbox App on PC

ok so i went on my xbox app on my pc and tried to change my picture to custom and it says something went wrong everytime i select a custom gamerpicture and its not racist or against xbox terms and service and i've made sure its 1080x1080 and it just keeps
saying "something went wrong" can someone help me please?

If you have done nothing wrong, then you do not need to worry. The Xbox Enforcement Team will look into the report submitted and will decide whether or not you have done something wrong. If you have not, then no action will be taken against you.

Only way for the public to upload a custom gamerpic at the moment is by using the beta xbox app on a windows 10 pc.

Issues in changing the gamer picture on Xbox app may be due to several reasons. There are possibilities that the Xbox app needs an update or your profile settings are incorrectly set up.

To resolve your concern, kindly answer the questions below:

• Have you tried to change your gamer picture on
  Xbox.com?
• Does the same issue occur on a different profile?

In the meantime, you can update the Xbox app by uninstalling and reinstalling it.

Here's how:

1. Click Start, and then type Windows PowerShell on the search box.
2. Right-click, and then select Run as administrator.
3. Type the following command to uninstall Windows Store: Get-AppxPackage *xboxapp* | Remove-AppxPackage
4. Hit Enter.
5. Launch Windows Store again and download Xbox App.
