This is and issue that is on the services side of things. Microsoft sent out a tweet that they are aware of the situation and are working on a Fix.

You can go to Xbox Live status to view the status of the Xbox live services.

It sounds like they are close to a fix. Hopefully you will be back gaming soon.

Xbox support mentioned that they are aware of reports of Xbox One console startup, title update and sign-in errors. Our teams have identified the cause for our earlier issues and are continuing to address these now.

I had the same issue today, came home from work started up my Xbone, and none of my apps would load. Netflix, TV, settings and games would not load. Did a power reset, at first had no effect. The system then reset twice to the green start up screen. The
box went to a black screen then finally loaded. It's been about an hour, and all is well. From first glance it seems that it is a software issue. But not for sure. Wanted to tell my story and confirm the op's issue.

Similar keeps happening to me, rather black screen or it starts to load game and loads the games loading screen but just stays there, i don't use my xboxone for days or weeks as i use my ps4 and when i turn it on to game this happens. I have to fully turn
it off then back on again to get it working.
