As Arminator explained them are for PC. Remember all websites act the same on a Xbox, PC, or tablet accessing them. Only difference on a PC and some tablets you are able to update individual items such as Internet explorer. On the Xbox you aren't able to.
IE or Edge as its called now is a built in browser for the Xbox. It gets updated with most system updates.

The site you are using for the logs is probably an old site due to it for a 360 game. As recommended I would simply ignore the update or try accessing the site from a phone or PC.

99% of the time on a Tablet or Laptop the VGA is an out port only. Secondly if it's a tablet not sure a capture device would be a good choice. Mainly because USB ones incur a lot of latency between receiving video and putting it up on screen. Even if you
got a PCIe capture card for a PC most of the time the software that comes with it will create some latency. So for the price of a high end capture card you could get a cheap PC monitor with VGA or HDMI and use that as your display. Then you could also use
the VGA out to run two screens at once with your Tablet.

It could be a sync issue between the app and the tablet. Compatibility error

Sounds like your wireless connection between the xbox and your tablet lags.
