No ip address but still streaming over data?

Every packet of data which travels over the Internet to you has your IP address as well as the IP address it came from. Every packet you send has your IP address as well as the IP address of the destination. That's a fundamental
of the Internet.

If the cyberbully uses a non-Microsoft program on a PC to see where packets are going, that's not something Microsoft can control. However, that is cyber-crime and your ISP can cooperate with law enforcement to trace the cyberbully
if you ask them.

I run ethernet from my Xbox to my Modem and then either stream from my PC via ethernet or my Surface wireless. Each work pretty well for games that are not online. I think Microsoft still needs to work on being able to stream and play online at the same
time.

When you switch your Xbox to ethernet, generally you have to go into the network settings and make sure it switch over. The system will get a new IP address from your modem/router. The PC will normally make the switch automatically but it never hurts to
check.

Also, write down the IP address of the Xbox. The companion app to stream may need it the first time you connect.

In order to stream they need to be on the same network. I don't think it will work over a 4G hotspot as it is not a router giving out ip addresses.

Your hotspot is connecting you to the Internet, it is not creating a local network.

problem, not an Xbox LIVE problem, and your Internet Service Provider can help you deal with the hackers by changing your external IP address. Since the hackers are using NON-Microsoft equipment over the open Internet for their eeeeevil deeds, there's not
much Xbox can do about that, but your ISP can help.

This really sounds like IP conflict issues to me. You should manually assign differing IP addresses to your computer and console. If the PC and Xbox are trying to use the same IP address then the router doesn't know what system is supposed to be getting
what data and that causes the conflict.
