    Xbox turns on or off when turning tv on

    The correct setting for TV/Audio/Cable device power options is under Settings > TV & OneGuide > Device Control

    But the above response os correct, the Xbox can turn on your TV, not the other way around. We need step by step what you do to turn on your TV to fully diagnose this...

    For example;

    1. Push Power button on TV remote.

    2. TV turns on.

    3. Xbox lights up and powers on.

    Though this is virtually impossible at this point because Xbox refuse to give HDMI-CEC and rely on the IR blaster.

    _^^ If your Kinect is able to control your TV, then the answer is yes. The remote controls all devices via the Kinect.

    Correct remote code, but remote doesn't work

    I think thats a little misunderstanding. The One can not react on the remote commands from your cable or tv remotes at all.

    The One is able to send these remote commands itself and act as a remote control that way. So you are able to use smartglass as universal remote to control your devices via the One or use voice commands to do the same with the kinect. But you cannot use
    your remotes to do anything on the One.

    Of course you can use your remote controls to send commands to the respective device even if the One is configured to control them. It's more like you can choose to control your TV and cable box with the One (with Kinect, Smartglass or controller ) AND/OR
    your usual remotes.

    That would be cool. and so would turning the Kinnect into a universal remote control for IR devices. not just TVs and cable boxes

    In TV & OneGuide settings -> Device control -> Power settings, what are things set to there?

    In device control -> each device (TV, AVR, STB) -> Enter remote code, what codeset value is listed (something like T2051, C1982, etc).
