no Canada/ Vancouver location for update billing info on Xbox one ORG

Don't delete the one attached to the membership. You only need to update the billing info such as credit card number, location & etc.

Are you physically located in Canada when trying to use the site? Additionally, is your account region set to Canada? If your account region is outside of Canada, that would cause that error to pop up. You can check your account region over on
Microsoft Commerce. Your account region will be displayed under 'Manage your billing info".

You can try update your billing info through the website https://account.microsoft.com/billing/payments.

I think this is the best method.

You can check if yout xbox location is in Germany too, maybe it's in US location.

Does all your account location information match? Meaning the console location matches your billing info.

If the billing and account information does not match the console's physical location it will prevent you from making purchases. More info can be found here:
