No Active Enforcements but im banned from messaging & partys!

Sounds like a console privilege suspension if you are getting the same message on all accounts.

One of the accounts on that console is probably suspended & the console suspension was issued to stop you from using another account to avoid that suspension.Using a secondary account to avoid a suspension on another account is against the code of conduct.

The console suspension wont show on the enforcement site & can not be appealed.

If nothing is showing on the enforcement site for any accounts then contact support
here & they should be able to tell you whether your account is suspended & how long for but can not do anything else.

If you have any active communication ban/suspension it will prevent you from sending messages on Xbox.

You can check if there is any suspension/bans against your account on the Enforcement website.

They can't assist with enforcement actions, however they should be able to let you know if there are other actions on your account.

not really it clearly says "active enforcement action" the title of this thread "Problem chat party after ban" meaning its not active so he cannot open one!!
