No access to xbox cloud

My xbox one is perfectly connected to internet, I can do everything that I want with my gold subscription to the xbox live excepted that I have no access to the cloud (not available in the Storage options of my xbox, not suggested as a storage place when
I start a game, etc...). I would like to use it.

No. It's not possible to access the cloud from the PC.

cloud xbox gold?

From what I was reading when I first started to use the Cloud storage,

If your Gold expires, you have read-only access to your Cloud storage, but no write, so yes, you can then copy your save files back to your hard drive from Cloud Storage.

And yes, the cloud storage files are saved to the hard drive, the upload to the cloud appears to happen when the XBox is off, since turning on the Cloud storage, my XBox often does the 'background download/upload" when powering down.

If you play connected to xbox live you game data will automatically be saved to the cloud. Important to note that the cloud is used only to save game data not the game itself.

Example: if you are playing Fallout 4 on your console and save your game and go to another console with Fallout 4 installed you can sign in with your xbox live profile and play from where you left off on the previous console. But you cannot save Fallout
4 the game to the cloud to play on both consoles without installing it onto there hard drives.

Indeed, I know that it's only for save game. However, when I start my xbox 360, I have the access to the cloud and I can see that it is almost empty. Of course my xbox one et my xbox 360 are logged with the same account.

The Xbox One does have a Cloud, and it does save everything (apparently), but you can not access it like the Xbox 360. This cloud has unlimited space unlike the 360, which is great, but we can't even access it to ensure stuff is actually saved there.
