From my understanding Microsoft wont be adding anymore games to the backwards compatibility list. Hopefully they will continue again soon.

Xbox needs approval from game publishers to make their games backwards compatible for the Xbox one. So unless Xbox gets the green light from the publisher the game cannot be made backwards compatible.

There is a long list of games that players have been asking for to be added to backward compatibility (I would personally like NFSU2 over MW05) but the process of bringing a game to the backward compatibility catalogue is much more than just flipping a switch
and allowing it. The technology these games are built on requires many tweaks to the software in order to play at the higher capabilities of the system hardware. Most games that are released on this growing catalogue are extensively tested by an internal team
at Microsoft and depending on performance, may or may not be able to be released. I also believe that there is something that the publisher/developers have to do or approve for certain games to be added.

The number of votes are a sign for what games players want may be high, but due to other hurdles that come up, they still might never see their day in the sun.

Another issue that can come up is licensing issues. Games can get pulled from the marketplace or kept from backwards compatibility if there's issues with licenses regarding music or other media in games. It sucks, but is unfortunately pretty common.
