New Silver Account can't send messages?

Hi Everyone.

Yeah so I activated a new Silver account earlier today buut when I try to send a message to people (even friends) it says that it hasn't sent, then tells me to check my rep? Is a Silver account allowed to send messages, as it allows me to chat in a party,
do they have to be friends with me to be able to send messages perhaps. If anyone can shed a light that would be great.

My Xbox was malfunctioning, so I bought a new one and switched my hard drive. Well, I remembered the password for my account but I couldn't remember the password for my daughter's xbox live silver account. And they can't send us a new one because the email
account associated with the xbox live account has been deactivated.

Is there some other way to reset her password?
