If you recently transferred content to a new console, you can play the content on your new console if you sign in using the gamertag that originally purchased the content. If you want to use the transferred content without signing into Xbox LIVE or
with a different gamertag, you’ll need to transfer the content licenses to your new console. For information on how to do this, see Xbox 360 Digital
Rights Management.

You will need to do a content license transfer to transfer all of the content licenses from the old xbox to the new one. Find the steps how to do this here

Redownload content to a new or refurbished console

To redownload your previously purchased content to your new or refurbished Xbox 360 console, you must set your new or refurbished console as your primary console. To do this, you must first download something new from Xbox LIVE to your new or refurbished console's
queue, and then download your previously purchased content. Here's how:

Use the steps in the "Buy content from Xbox LIVE Marketplace" section of Buy or redownload content from Xbox LIVE to download some new content to your console queue.

After you've completed step 1, send an item to your download queue.

Press the Guide button on your controller.

Go to Marketplace and then to Active Downloads.

Select the item that you want to download, select Download Now and then select Download All Items.

By completing step 5, you'll set your refurbished or new console as your new primary console.

The last step of this process is outlined as follows:

After your content is transferred to the new console, some content might still be associated with your old Xbox 360 console. Don't worry — you'll still be able to play the content on your new console as long as you are signed in to Xbox LIVE using the gamertag
that originally purchased the content.

However, if you want to use all of your transferred content without signing in to Xbox LIVE or with a different gamertag, you'll need to transfer the content licenses to your new console. Here’s how:

1. Sign in to Xbox LIVE using the gamertag that you used to purchase the content.
   
2. Go to Settings, and then select Account.
3. Go to Your Billing Options, and then select License Transfer.
   
4. Follow the on-screen instructions to transfer the content licenses
