New Console Trying To Play Offline

The main problem you will have with Titanfall is that it is a multiplayer-only game, meaning there is no single player and that to play it you will need a Gold membership and an active Internet connection, so unfortunately you would find yourself, at best,
struggling to play this or, at worst, completely unable to. That could also be why this particular game will force to update, as everyone who plays online would need to be on the same version in order to work best.

As you are not able to constantly be connected (and seem to be Silver), I would suggest that you pick up another game instead as you will not be able to play this one offline; another one to avoid as it is multiplayer-only is Plants vs Zombies: Garden Warfare.

Maxen is right here, you can play most games offline but those two you're going to have issues with as they are solely online games. You can keep the system up to date using the OSUDT (Offline System Update Diagnostic Tool) from the support site here, which
is what I think you're referring to, but that is going to require a major download and then a manual install on the system. I believe the current OSUDT file is zipped and still about 1.8GB. I don't know if it's possible where you're at, but you may want
to look at getting high speed ran to your home if possible. If not though, you should be safe to play just about any other game they have right now.

Answering a different way: yes, you can play an Arcade game offline if you are playing it on the console you first downloaded it on. (If you buy a new console, be sure to do a License Transfer to get your previous console licenses transferred to your
new console for offline play.)

Did you buy the game and DLC just recently, or did you buy the DLC and game in the past, and in the mean time got a different/new Xbox 360 and try to download the game again on this new console?

If you re-download a previous purchase on a different console, you need an active internet connection to play the DLC.

Or if you wish to play it offline, you need to do a license transfer to the new console and re-download the game/DLC again. If you have the game still stored on your storage device, the console will just download a new license file instead of the whole game.
After you updated the license, you should be able to play the game and DLC offline.

Unfortunately, the support page explaining how to do the license transfer is broken. So try it this way: Sign in with your account on your console, make sure the console is connected online, and go to the settings hub on the far right. Then go to the account
tile, and scroll through the available options. You should somewhere find there the option to do a license transfer.

Follow the instructions, and after you did the license transfer to this console, make sure you re-download your games and DLC that don't work offline on that console.

Then try to play the DLC offline.

The new call of Duty? My only guess is because you got it early, the console is looking for the update which it can't get because the International release date is 3 November with Europe on 4 November.

Try taking your console offline and install from there. You should be able to play the single player in offline.
