В новых версиях Windows 10 по умолчанию установлен игровой режим.
По внешнему виду, вы находитесь на новой конструкции.
Теперь вам нужно включить / отключить его в каждой игре.

In newer builds of Windows 10, game mode is set on by default. By the looks of it, your are on a newer build. You would now have to enable/disable it within each game setting.
