The only thing you can do at this point is speak with Microsoft Support. The way the Home setting works is you can only swap your Home setting 3 times in a 365 day rolling period. If any of this helps you, please up-vote my response. Thanks!

Ok, When a friend signs in to my Xbox One, do they need to set it to their Home Xbox to allow Game Sharing? Can I share Backwards Compatible games?

As of right now, I don't quite think it works in that direction, if your friend's account is already set as home on another Xbox it is not possible for it to be home on another. You can try setting the other friend's profile as your home but you would
normally only get their original games and not the ones they are receiving through your friend. You must be careful as you can only set your home Xbox 3 times per year, in conclusion, you will not get the same benefits by game sharing with the other friend
because you are only sharing what belongs to them and not the other person they are game sharing with.

You can game share with one person at a time but you can have 5 shares all together then there is a cool down period

what do you mean 5 shares altogether? do you mean although i can only share with one person at a time but share with 5 people? each 1 at a time?

And what about the subscriptions question?

there is 5 of us with xbox's is there no way to pay one or 2 subs to reduce our outgoings? i mean 3 game passes and 2 lives is alot for us due to family being with children with special needs.
