NEED HELP Proper way to do License Transfer

HELLO EVERYONE,

I recently purchased my 3rd Xbox 360. It is a 500GB E model. My current Xbox 360, that has the Licenses I would like to transfer, is the 320GB Star Wars S model from April of 2012. I am requesting help from you the community to give me a step by step approach/reminder
on how to do a proper license transfer again because the way to do it has changed since April 2012 since I last did it.

However When I go to settings > Account Management > License Transfer the following is displayed on screen:

"This will transfer the console licenses for previously purchased content to this console." "You can transfer licenses between consoles a limited number of times per year."

I DO NOT WANT THE LICENSES TRANSFERRED TO THIS(current 320GB S) CONSOLE. This console should already have them since April 2012. I want to transfer the licenses to the new console(500GB E). Right now with the current console any Xbox Live or regular profile
is able to play all my Games and DLC without having to sign in to Xbox Live. That is how I know the current Xbox 360 properly has the license. I want to do a proper transfer but there is too much idiotic information out there regarding the License Transfers
process. Almost all internet videos are about getting free games and all other sorts of illegitimate methods to getting your account banned/flagged.

As far as I know I am supposed to:

1. Go into the current console > sign into my Xbox Live profile > go to Settings, Account Management and License Transfer.

2. Then remove the Hard Drive > connect it to the Xbox 360 Hard Drive Transfer Cable > connect it to the new console and transfer all the content.

3. Sign into my Xbox Live profile on the new console > go to Settings, Account Management and License Transfer again.

4. Re-Download all the content so the licenses transfer over properly.

Please let me know if this is correct. If not someone please help me do it properly. As stated before The first and last time I did this was April of 2012 and the process has changed.

By the way to be honest with you all, Yes I know the guy!!!. He's my best friend and I am over at his house this very second I just watched him write the 2 posts right above mine for almost an hour ranting and complaining like a lunatic. It almost made me
die laughing at him. He is really ***.

I've also used the website before too. Usually I just leave the console on while I click through everything on the website because it's a lot quicker that way. So it should work through the website.

I am interested in purchasing an Xbox One maybe November 2015, yes 2015. As of right now does the Xbox One have any of this confusing, convoluted, plain and simply unnecessary license transfer process? My license transfer process involved 291GB
of pure smackdown pain. The entire process from data transfer to license transfer for every item on the HDD lasted 13h42m.

Obviously I am the proud owner of the Xbox 360, but I am also the owner of the Playstation 3 and by Christmas morning the white Playstation 4(Destiny Bundle that my Aunt has made painfully obvious shes getting me!!!). On the Sony
side it is as simple as Activate/Deactivate the console.

1. You transfer the data to a portable HDD > Sign in to your account > Deactivate the console.

2. Setup new console > Sign in to your account > Activate console > Then
after activating the new console just transfer the data over. I can confirm this many times over. THE END.

You don't have to re-download the entire content/data "licenses" for every item one by one that you have on the HDD. Like you have to do on the Xbox 360.

Said once before and will probably be said many times over and over again by many more:

You can certainly start the downloads from Xbox.com. It works just as well. However, have your console on to initiate the first download as the content won't download to the new console immediately.
