You need to find a version of that file that exports the function GetSystemTimeAsFileTime. Unfortunately, I know of no official source to get the file.

If you have a 32 bit Windows 7 installation, there's one at dll-files. Get the one with the SHA-1 hash of 248e8fcda13def675d516f7f01441c80a985ec36

For 64 bit get SHA-1: f43696a98f029591359e6a92aac42d257c7652b7

Rename the original dll to api-ms-win-core-sysinfo-l1-2-1.dll.bak before replacing it.
