Only devs and Microsoft know the answer to that question.

At the moment the Backwards Compatibility program is on hold as the team are working on next gen/Series X. Maybe in the future it could happen, you never know. Deffo worth reaching out to the Publisher on social media and requesting it

I'd say the biggest issue in a game like that, fantastic series you have a great taste in sports game, would be the licensing issue surrounding the music/soundtrack in the games. The song's licensed for the game were licensed at the time with most likely
a certain time frame on that creative usage license... or something similar to it. It may not be exactly it but, its a likely culprit to the issue.
