    It sounds like you are trying to run two consoles through the same Gateway with a Restricted NAT, turning on UPnP Wont help this nether will Port Forwarding. You need to go into your Router and Open up the Router to Full Cone NAT. When you do this you should
    get a Full Open Gateway so both of your consoles can connect to Xbox Live, if you leave it Restricted Cone NAT, Symmetric NAT, or Port-Restricted NAT you will continue to have connection issues.

    Your network is behind port restricted NAT

    Opening my NAT type through my modem and port forwarding my Xbox, as well as some extra tweaking the official Xbox website recommended, fixed all my connection issues.

    For accessing my devices, I type in 192.168.1.1 into the address bar, enter my username and password which is usually "admin" and "password" for most people, go to advanced settings, go to WAN setup, change NAT filtering to open and disable SIP ALG. It may be a bit different for you depending on what modem you're using. After doing this, check out the links I posted. Good luck.

    Check under his “Content Restrictions” on the family management area of the website, and see if COD WWII is set to “Always Allowed.” If it is there, delete it.
