NAT Problems - "Your network is behind a port-preserving port-symmetric NAT"

I recently purchased a Xbox One and have found myself stuck scouring the internet trying to fix my strict NAT problems.

What Country/State/Province do you live in? USA, Missouri

Modem brand & model number: Motorola/**** SURFboard 200 Series - Model SB6121

Router brand & model number: How many Xbox 360 and Xbox One consoles are connected to this router?: One Xbox One

UPnP Enabled? Yes/No/Unknown: UPnP = Enabled/ Allow Users to Configure = Disabled/ Allow Users to Disable Internet Access = Disabled

Any Error Codes you encounter: None so far

Who is your ISP? (Internet Service Provider): NewWave (recently moved in after the municipal city cable "left")

It says "Your network is behind a port preserving port symmetric NAT". That's with the ports on AND off.

Update, no settings have changed.

Have strict nat again, detailed nat is "your network is behind a port preserving port symmetric nat.

Also forgot to post that it is saying : Your network is behind a port preserving port symmetric NAT on the detailed NAT information on the Xbox.
