The Xbox 360 cannot actually connect to Xbox Live as per the list of countries that the Xbox Live service is available in. While Xbox Live is available in China, its only for PC/Xbox One and the Xbox 360's Xbox Live is no longer available or never was in
the first place as denoted by the asterisk next to China on the list.

Are you able to use your PC to download the offline update at http://www.xbox.com/system-update-usb?

If so, you can unpack the downloaded update to an USB drive and use that on your console to update it.

I think, China is Blocking the XBOX Live Services for your Console

Hi there, I've heard that Xbox live on the Xbox 360 is not supported in China. As someone has recommend you could download the update from a PC or perhaps even consider an upgrade to a new console.
