My Xbox wont let me reset itself!!??

If I want to reset it (doesnt matter if I keep the games and apps or NOT) It restarts the Xbox as usual but it doesnt starts the reset and its still on the troubleshoot after the restart site pls help!!!??

xbox keeps resetting itself

i was playing my x box the other day and it started resetting itself. after it resets it wont let me play the game and the tray wont open. if the tray opens it'll keep opening and closing itself. it doesn't have any red lights on the console or power brick.
any insight will help at this point.

Thank you for bringing this issue to our attention. Is this issue occurring on the Xbox One or Xbox 360? If it is occurring on an Xbox One, are you resetting the console through the settings or the start up troubleshooting menu? Usually, the Xbox will be
reset through the settings menu. We will provide steps on how to complete that process for the Xbox One through the offline troubleshooting menu. Be sure to let us know the results!

1. Power off your console, and then unplug the power cord to ensure that the console is completely powered off.
   
2. Wait 30 seconds, then plug the power cord back in.
3. Press and hold the BIND button (located on the left side of the console) and the
   EJECT button (located on the front of the console), and then press the
   Xbox button on the console.
4. Continue holding the BIND and EJECT buttons for 10-15 seconds.
   
5. Listen for two “power-up” tones a couple of seconds apart. You can release the
   BIND and EJECT buttons after the second power-up tone.
   
6. The console should power up and take you directly to the Xbox Startup Troubleshooter.
   

To reset your console from the Xbox Startup Troubleshooter, use the D-pad and
A button on your controller to select Reset this Xbox. When prompted, select
Keep My Games & Apps.
