My Xbox Won't Download

I have reset my Xbox twice but I still cannot download any games. It started with Dead by Daylight getting stuck on the License cache. The game would not work until I uninstalled and reinstalled it. This happened again the day after, so I tried again. I am now unable to download any games at all. When I searched online for solutions I was told to reset my Xbox. During the first reset, I kept my games installed, but the problem persisted. I did a full reset and now I can't get back the games I had on internal storage, eg(Elden Ring, and COD) Both are games that I play all the time but I can't even install them now. I only bought the Xbox S a little over a year ago and don't have the money to replace it. What do I do?

The link never loaded, I get to an Xbox symbol with a buffering sign that sits for hours.

Try opening it from another device and another network, the link works perfectly when you click on it.

Did you try the offline reset by following the steps listed on the website I shared with you?

The Internet at my house won't connect to xbox live know matter how many times I reset my router, so it won't let me download a profile and installing it manually won't work either.
