My Xbox will not let me install games and apps.

For your first question no error messages appear, nothing happens.

My Xbox is connected to the WiFi wirelessly.

I have tried removing everything when I do reset my xbox but 1 thing installs and nothing else will.

Is your console connected via wifi or network cable?

When it says you've done 3 hard resets, have you ever tried to reset your console while keeping games and apps?

updating let me open already installed games, but ms store and xbox app aren't installed anymore somehow

I receive the error for any game that will not let me install it, and I have tried installing on both the Xbox app and Microsoft store

Have you checked if it is in ready to install? Go to my game and apps, find the game and press the menu button (start button), select manage game and check if it is in ready to install.

If it is not there, try to find your content in the store and let me know if it says "install".
