My XBOX PC app will not work on my computer, but it will at my coillege's wifi

it loads into a sort of no network mode, where none of the games load or are searchable, and it sort of "defaults". I can also see online friends, but it doesn't load their info and i cant join their parties via the app or gamebar century link

I disconnected my computer from the internet and then plugged my phone into the computer and left the wifi on the phone on. this didn't work. ALTHOUGH, when I turned off my wifi and left my mobile data on the xbox app worked perfectly. I assume this means the issue is my internet.

I'm having this exact same issue!!! I've gone through and googled the errors, I've made sure everything on my computer is up to date (I even went to each individual driver and made sure they were all updated), I've uninstalled and reinstalled the Xbox App,
I've restarted my computer, and I've even reset my wifi and cleared the cache on it and on my computer to make sure it wasn't slowing it down. Every other app on my computer works fine, my phone works fine, and my PC is the only thing connected to the wifi,
but it still says error. It's like the moment I boot up the Xbox App it just messes up the entire connection and it keeps booting the wifi (I've gone through settings to try and stop it from doing this, but it just straight up murders it for a few seconds),
and the error keeps popping up. I've downloaded something that was 10GB in less than 2 hours on the microsoft edge browser and it's worked fine, but I try to download a 600mb game and the xbox app just won't do it. I don't know know what else to do about it,
because it's not my computer or the wifi itself, it's only the xbox app that I'm having this issue with and I've had the app for a good few months now.

This is the first time it's done this to me and it's been going on for a few days since I renewed my subscription to the pc gamepass.

You can stream your Xbox One to your pc. You will need to have Windows 10 and the xbox app. Make sure your computer and xbox are on and connected to the same wifi network (I have my laptop on wifi and my xbox plugged into the router). Open the Xbox app
on your computer, Click the three lines in top left, click connection, connect to your xbox, then click stream. After you do that your xbox should load on your computer and tell you to either connect a controller the xbox or PC. If you have any questions

Creating a new User Account did not work on my computer. I did log into my account on another windows 10 computer and the xbox app works just fine on that PC.
