When i turn it on, it wants to update. So i update and after it reaches 100% for verification it tries to restart but never turns back on.

When you turn your console on manually, does it ask you to update it again? Do you have an option to choose a different network? If there's one, try to connect to a different network like your mobile data hotspot and start the update again.

My Xbox One S was unable to startup, so I tried to perform Offline System Update using USB drive.

But during offline update using USB, step 1 and step 2 went successful. But during step 3 (42%), it goes into continuous loop of restarting and updating from (34% - 42%) and restarts and try again. This is in continuous loop.

Please help what to do now.

No, it is not normal for your Xbox to turn itself on in the middle of the night. And for the cutting off during an update sometimes the Xbox needs to restart during an update so that is normal, but if it is turning off and not restarting during an update
that is not normal.
