My Xbox one preforms actions by itself even when the controller is off

Have you tried taking out the controller batteries and testing if it still behaves weirdly? Or trying to use a different controller?

If power cycling doesn't work you could try to factory reset your console. This would require redownloading all games and apps though unless you store them on an external hard drive.

that's strange has this just started to happen? I would recommend power cycling the Xbox by holding down the power button for 10 seconds then when the console shuts down unplug it for 2 minutes then plug it back in that should fix the issue if that doesn't
help I recommend contacting Microsoft support

Try make some check in your Configurations of the Xbox, see if some auto run is active

Go to your PC, go to my computer, find the device itself and open it. Check if there are any files after you format it. I'd so, delete them manually. After that reformat it to FAT32 by right clicking it and choosing format, not quick format. Take a few extra
seconds to ensure its done right. Afterward, ensure no random files are on it. Stick it in the front USB port and go to settings, memory devices and chose to format your USB device for only Xbox use. If it still is not working after all that, perhaps the thumb
drive is corrupt for Xbox use. Go buy another SanDisk with official Xbox packaging to ensure its 100% compatible. Use the old thumb drive for music and videos you can use in system player when it's formatted to fat32. Just a suggestion.

I'm bumping this up because my Xbox One just started doing this yesterday. We turn it off, it turns itself back on within an hour. The screen is dimmed and won't light up even when we use a controller. Auto-sign-in is off as is the ability to turn on the
Xbox using Kinect.
