My xbox one does not download games does anyone have a solution? HELP

What type of Xbox is it? Is it one with a mechanical hard drive inside it? If so, that could be failing. That can cause anything from general instability of the type you're experiencing, to the console turning off shortly after you turn it on and refusing to boot.

You could try booting the console to the troubleshooting menu and doing a factory reset from there, choosing the option to keep your games/apps installed, but if it is a failing hard drive that's causing your problems, the reset is likely to fail too, and the only solution would be to have the internal drive replaced.

To boot the console to the troubleshooting menu, do the following: -

1. Power it off, then pull the power lead out for 30 seconds or so.

2. Plug the power lead back in.

3. While holding sync and eject (just sync if your console is digital only), tap the power button to turn the console on. You will hear the startup sound as normal, but keep your fingers on sync/eject until you hear a second startup sound, then you can let go.

That should boot you to the troubleshooting menu where you can do the reset.

Thank you so much for the update and I apologize for the trouble. In this case, we may need to reset the console and remove everything. This will uninstall all of your games and apps but we can reinstall all of them later on.

I do not, I have nothing plugged in besides the HDMI cable and the power cable

Thank you so much for the update and I apologize for the trouble. If I may ask, do you have an external hard drive plugged into your console? A corrupted hard drive may cause these issues as well.
