My Xbox keeps turning on and off my tv while streaming any video app

If I am playing music from the native XBOX Groove app, the music will keep playing to my stereo even if I turn my TV off.

But not so if I am streaming the music from Apple TV into XBOX HDMI in. Music stops when TV goes off.

Try any other streaming app like youtube, disney plus etc to see if those have any problems. Does your TV support HDR? If so, try turning off HDR and see does it make any difference.

Also try turning off game mode in TV while streaming Netflix.

So just that I understand your set up completely:

You do NOT use the Xbox internal Mixer app for streaming? You have your PC do all the streaming, meaning you plug in the HDMI Out of your console to your Capture card and the PC streams everything from the Capture Card, right?

Then you turn off the console (do you turn it off into "Power saving mode", or "just" into standby with "Instant on mode), and swtich the HDMI cable to your TV right?

I'd assume the following:

In order to watch streaming video like from Netflix and the likes, your TV and Xbox have to do a HDCP Handshake to establish an encrypted video data stream via the HDMI cable.

If you switch the cable while the console is in "Instant On" mode, or the TV is already running, it might be that the HDCP handshake fails, and the Netflix app blocks video output to your TV, as it can't guarantee that the connection is encrypted between
console and TV.

Can you try the following when you have finished streaming:

Turn off the console by holding the power button on the console for 10 seconds. Make sure your TV is off as well (normal standby should be OK). THEN switch the HDMI cable from your capture card to the TV. Only then turn on the console and TV and start launching
the Netflix App.

Additionally: Is your console enrolled in the Xbox Insider Program?

The thing is when the blue screen comes up it basically shuts off video from the console. This means I cannot see anything on the screen unless I turn off and back on the console. But since I can stream the video to the Xbox PC app I am able to see an
error code: Sorry, We can't launch this. This game or app can't be used while streaming. (0x87e10004)" Now of course this could be part of the current issue OR it may be because I am "streaming" the video from my console to my PC (not to mixer or the world).
So either way Me being a mixer streamer shouldn't effect it. Also, Since when I select Netflix without viewing on my PC I cannot see if there is any message because it sort of suspends the video output from the console. All you get is a "No Signal" on the
blue screen. And as stated previously when I try to watch Netflix on my Xbox I turn off my PC, unplug the HDMI from from the console(that runs to capture card) and connect an HDMI that runs Directly to my other TV. In short the only thing I use while streaming
that is still in use is the controller and the Xbox. I am at a loss, I understand there are measures to prevent streaming content that is not allowed...But when my streaming PC is not even on I don't see how that would affect it.

Same here very disappointed with "next gen" streaming on Xbox one, quality is very bad, I'm wired with a 60Mbps download 10Mbps upload and with the sample short test movie from Netflix it does not stream at more than 535 kbps while any of the Apple Tv's
in the house on wireless or the Netflix app on one of my Tv's are streaming at super hd amazing quality, I want to use the Xbox one for all my streaming as it should be the "ONE" to do it all but so far the experience on video is horrible.
