My Xbox is region locked after resetting. How to unlock it?

I reset my Xbox One S, which converted to Chinese language and region. I can't change language and region because there is no option in the drop-down list. I can't download games but can't play as it needs Chinese national credentials.

You cannot change the region on a China locked system. It's only for use within China

I have received a response a few days after posting and they told me to verify my account again. I did what they asked and reset my password again only to find my account is STILL LOCKED! It seems like no matter how many times I verify my account to be unlocked it remains locked. I don't know what to do at this point as each time I try to sign in, it only directs me to fill out an unlock request and I've done it multiple times only for it to not work. Is there a way I can contact someone directly about this issue or is there really no way to get my account unlocked?

What do you mean, they re-lock after awhile? You mean, after I get reset, and unlock a achievement I earned before, it will randomly go away after I earn it?

Well THAT didn’t give me any results with that statement: go further into what does “Region Locked “ mean? (My XBox was in Connecticut and now it’s in New Jersey) How do I OR who do I contact to get it unlocked for a Microsoft product which I PAID FOR?
