Please double check this here:

If yes, this can be a bit odd but turn off temporarily the recurring billing and then try again

If yes, please change the password and try again

If maybe the above doesn't work, go here: https://account.microsoft.com/security with the account that you want to use on Xbox 360

Then press advance security options and scroll down to the bottom
Are you able to see something like "app passwords"?

If not, please please enable 2 step verification
After that go here again https://account.microsoft.com/security > advanced security options and you should be able to see "app password" option now.

Now please press on "create new app password" then, write that password instead of the actual one in your console

A new code won't work

They aren't region locked

360 games are hovever region locked

To solve this is all on you

You must first live in an xbox live region

Then match your account region to your actual regiom

Under my account and change my region on this website

After that change your account region to match

Using the us as your region doesn't work unless you actually live there

Does your account region and console region match your actual region?.

Also language needs to be the same so if you are in UK or France but set your region to us it won't work

Xbox 360 games are affected by console and account settings.

And usually causes 99.9% of download issues for 360

To change the account region you must goto manage my account on this website and manage my region

Consoleregion must also match and if you are selecting a non supported language in your region like English in France it won't work

If you don't live in an xbox live region there is no fix

If you are on an us foreign base you must use the host country as your region

Region independence is only an xbox one or higher feature in games this does not negate the xbox 360 requirementz

You might want to check your Services and Subscription tab to make sure the Live has been activated on your account.
