My VIP rank has not been increasing with my purchases

We see that your MyVIP progress is correct, and is picking up your recent purchases, up till your Killing Floor 2 purchase on October 28th. Keep in mind that pre-orders are not eligible for MyVIP, as stated in the FAQ:

What content can I earn a % back on purchases for?

Normally, most purchases for Xbox 360 and Xbox One from the Xbox Store qualify towards your MyVIP Star Rank and % back on purchases, including full Games on Demand titles (excluding game pre-orders), arcade games, indie games, game add-ons, game Season Passes,
movies, TV shows, TV seasons, themes and avatar items. In-game consumables, Xbox Live Gold memberships, subscriptions like EA Access and Xbox Game Pass, Groove Music Passes, Microsoft Movies & TV Season Passes, and the purchase or redemption of Microsoft Points
or Xbox Gift Cards, still do not qualify.

So your pre-order of Monster Hunter did not award MyVIP progress.

In September 2014 we changed to the MyVIP policy. As a result, payback based off Gamerscore (MyAchievements) was discontinued. In September 2015, we made some refinements to the program. One change that happened was an adjustment of MyVIP purchase thresholds.
We adjusted your MyVIP rank based off your purchases from September 2014-August 31st 2015, which placed you at one star, and set your progress to zero.

These resets happen on a yearly basis. The next scheduled reset is set for the end of December.

There was a small delay in processing yesterday. I can see that this purchase has now been processed and has increased your VIP.

The forum you posted in is the Reward Program Discussion forum. It is not monitored by the staff. If you have not already, you need to re-post your topic but change the Forum Type to "Support" then they will be able to assist you.

Once you do that, keep in mind it takes 1-2 business days for the staff to reply and they only work Monday - Friday from 9am to 5pm PST. They do not work weekends.

Keep in mind that MyVip spending progress is reset every year. It was previously Sept. 2014 to Sept. 2015, but from instead of Sept 2015 to Sept 2016 they extended it to December 31st 2016 so that the NEW reset dates are January 1st to December 31st.
