To see about submitting a case review, you would need to go to
http://enforcement.xbox.com The enforcement team does investigate complaints and do not issue suspensions without determining that you have done something to violate the code of conduct. He may not have done something at the same time that he was reported.
The suspension could be for something that took place weeks before and the complaint just alerted them to it.

Dont be so naive. He is saying that to you because he is ashamed. I suppose its possible they messed up but its more likely that your friend token glitched or something.

File a complaint against him via your console > set him to avoid > block communications > laugh heartily when he gets banned for a few days.

well i guess i maybe got lucky and maybe he was banned becaus i filed a complaint against him many times and finally against this message he sent me tellin me he cannot use his mic because he is on a stealth server and cant get banned, and since then i havnt
been kicked offline...yet that *** doesnty make sense

As long as you haven't broken the Terms of Use or Code of Conduct then it doesn't matter if 1 report is turned in or 5000. Microsoft doesn't ban based on number of complaints filed against you. They investigate and hand out punishments based on evidence
that they have gathered, not what others tell them. What can happen, is MS taking action against those who abuse the reporting system, so make sure you do not abuse it yourself (such as retaliation or whatever).
