my registered console is being used by another person

The way it sounds like is this person stole your console.

What is coming to mind, though I can't be 100% sure, is to see if you can get a ban on the user somehow by reporting his gamertag. Maybe if that works, see if then you can get your console back. The other thing I can think of is if he don't want to give
it back, just call the cops and show them receipts for the console and membership and how its registered to you and see that works. Or at least have the person pay you for it.

Hopefully another Ambassador with more knowledge on these matters or a staff member can reply and give a more definite answer on the matter.

I also have a problem, My console is registered to another person as it's second hand. Is there any way to register me to this console in order to use the preview program?

No..I am wolfslayer on my xbox..I had to use another email..when you register...they want you to register a email with microsoft..is that the address I need to use on my console?

Serial Numbers go by consoles only. You will be fine. As long as it is still your console. But if you purchase and download something on another console other than yours, that persons console will have it registered to their console serial.

Hi, i have been accepted for the preview program and have installed the chat but due to my brother who has already used his account on my console when he visited i can not register my console as it is registered to him. When he looks on his app, it only
shows his own console and not my console. So now niether of us are able to remove my console from being registered to his account and now i cant use the preview programe on my console
