If yes and If you was charged you're going to receive a refund in the next 3-5 business days (can take longer depending on your financial institution if this is a vanilla gift card) (or up to 48 hours if you purchased the game with Microsoft balance)

Once received or if you want, you can purchase the game again

It has been a full two weeks and I still haven’t received anything, and the status of my purchase of mw2 has changed from cancelled to declined.

I bought MW2 on September 22 and played the campaign and play the open beta. And I paid 75 dollars. Now for some reason, I don't have it, I also checked the statuses and found out it was "declined" The Hell? Where the actual hell is my money at? Anyone know what I can do to fix this?

Are you sure it actually charged you already?

If you had preordered via either paypal or a debit/credit card then Microsoft doesn't actually charge you for the preorder until about 10 days before the expected release date of said game.

When will I be billed for my game? :

"If you used account credit to pre-order your game, your balance will be taken immediately. If you used a credit card or split your payment between credit card and account balance, you’ll be charged around 10 days before the game launches."

If its saying" declined" then that means the transaction to charge you for the preorder failed and they didnt/couldn't take any money from you yet.
